Well, I don’t know about the OU, but my response elsewhere would be “As soon as individual instructors digital identities (and possibly renumeration) get tied closely enough to the courses.” Seems unlikely to me that institutions themselves will do this; even if they ‘got’ it, it takes some sort of personal connection (pride, showing off, whatever) to push it into the realm of “that’s cool, I want to take that course” and out of the realm of the inauthentic. But it’s a great idea.
